<rtc>: The Ruby Text Container element

The <rtc> HTML element embraces semantic annotations of characters presented in a ruby of <rb> elements used inside of <ruby> element. <rb> elements can have both pronunciation (<rt>) and semantic (<rtc>) annotations.
